Located at UNOPS headquarters in Copenhagen, Denmark, EMO supplies operations and project centres in the region with financial oversight of projects, procurement of goods and services and management of human resources.

These in turn facilitate operations across the globe. In addition EMO has units responsible for programmes in international waters and regional programmes in Arab States.
International Waters Unit
The International Waters Unit manages a portfolio of regional and global projects that aim to prevent and reverse environmental degradation of international waters caused by pollution, overfishing, drought, habitat changes and invasive species.
Working on behalf of partner organi-zations, including the United Nations Development Programme (UNDP), the United Nations Environment Programme (UNEP) and the World Bank, the unit facilitates international cooperation in regions as diverse as the Danube and Niger rivers; the Caspian, Black, and Yellow Seas; Lake Chad; and the Limpopo basin ground waters. The unit also oversees other projects with a global focus, such as the Global Environment Facility’s International Waters Learning and Exchange Network (IW:LEARN).
Regional Arab Programmes and Cyprus Unit
The Regional Arab Programmes and Cyprus Unit delivers projects on behalf of the UNDP regional bureaux for the Arab States and for Europe. The unit provides project and financial management, as well as financial, human resources and procurement services for regional programmes based in Amman, Beirut, Cairo, Tunis and Nicosia. These programmes address diverse sectors including cultural heritage, gender, governance, higher education, HIV and AIDS, human development, information and communication technologies, and knowledge management.
