The UNOPS headquarters are in Copenhagen, Denmark, along with the Europe and Middle East Office.

UNOPS operates under a ‘practice approach’, enabling coordinated decision-making across four management practices:

• Project management
• Finance
• Procurement
• Human resources

The Executive Director, Deputy Executive Director and directors who act as leads for each practice are located at headquarters, managing a network of personnel throughout the field offices. These practices also represent the various services that UNOPS offer its partners.

The practice approach also articulates focus areas, known as implementation support practices, which are demand-driven and will be renewed annually:

• Physical infrastructure
• Public order and security
• Census and elections
• Environment 
• Health

Practice leads for each of the focus areas are located at UNOPS headquarters, along with personnel from UNOPS support practices, such as Legal, Internal Audit, Information Technology and Communications.
