UNOPS provides expert, not-for-profit advisory services that build the national capacity of developing countries in the fields of public infrastructure, project management and public procurement. 

These services were launched in response to growing demands from our partners to help governments and public authorities develop their own capacity in our core mandated areas.

Our advisory services build on UNOPS track record in providing project implementation services in these fields, based on international best practice standards. Our advisors all have extensive experience and work individually or in small teams, side-by-side with our partners in developing countries.

We believe that tailoring international best practices to local conditions and working collaboratively with our partners is the best way to fulfill their aspirations for change, national ownership and operational excellence.

The core areas of work are:

Public procurement

Strengthening public procurement through the implementation of efficient and transparent procurement practices in support of improved use of public funds. Working with UNOPS strategic partner, the Chartered Institute of Purchasing and Supply, this could include training and qualification of individuals as well as institutional certification.

Public infrastructure

Building the organizational capacity of public authorities to ensure better planning, design, development and management of public infrastructure. For example, enhancing a department of civil works’ capacity to build roads by improving processes and training staff.

Project Management

Building the project management capacity of governments to enable them to deliver strategic action plans and public infrastructure programmes.
