UNOPS can provide supervision only assistance, where the partner is the implementor and possess gaps in their own supervision capacity.
The key difference with the supervision only service modality is the onus for financial transactions and legal liability remains with the implementing partner.
In these cases the supervision can be tailored to fill gaps such as technical supervision and training, planning work packages, assistance with contract administration and evaluating contractor’s claims.

UNOPS supervision services support and work closely with the partner. The focus is on high quality works with reduced risk and improved accountability. UNOPS pass on skills and knowledge to the greater project team including contractor and consultants, therefore developing national capacity whilst implementing.
La Calle de mi Barrio project, Peru
UNOPS provided supervision services to the Government of Peru’s Ministry of Housing for their La Calle de mi Barrio programme.
This programme makes multiple small investments to finance, for example, new roads and pavements, improved drainage systems, painting house frontages, refurbishing parks and building playgrounds. Although the investments are relatively small– normally ranging from $250,000 to $300,000 – they directly influence the living conditions of local people and alter their expectations of public services.
Working together with the United Nations Development Programme, UNOPS is a “strategic partner” to the Ministry of Housing for the programme. UNOPS services included developing the bidding process for hiring contractors, contract management and supervising works.
Since 2005, UNOPS has supported 190 projects, with investments totaling $27 million benefiting more than 160,000 people.
