A Q&A with Pascal Bijleveld on how UNOPS supports ATscale’s mission to transform lives through technology

We caught up with ATscale CEO Pascal Bijleveld to discuss how UNOPS unique hosted partnerships model helps bring life-changing assistive technology to millions in low- and middle-income countries.

Access to assistive technology (AT), such as wheelchairs, hearing aids, prosthetics, eyeglasses and digital devices, is fundamental to millions of people living across the world. It enables people to live healthier, more independent lives, to access education and employment, and to participate fully in their communities. Yet, many people worldwide lack access to the technology they need, a disparity that is particularly prevalent in low-income countries.

ATscale, the Global Partnership for Assistive Technology, was formed to address this inequity. Hosted by UNOPS, ATscale aims to reach 500 million people by 2030.

Pascal Bijleveld, CEO of ATscale, explains how UNOPS hosting model provides the robust operational backbone necessary to achieve this ambitious goal.

How does UNOPS help you deliver on your core mission?

As our host organization, UNOPS provides us with a robust and reliable operational platform. Specifically, UNOPS supports us with efficient grant management, facilitating the selection and oversight of grantees who are working on the ground implementing ambitious programmes to build strong systems to deliver assistive technology. Streamlined HR and recruitment, enabling us to build a strong and effective team. And sound financial management, ensuring responsible and transparent use of funds.

What difference does our partnership make in reaching people?

The partnership with UNOPS directly translates into reaching more people with the life-changing assistive technology they need to participate in life. To go to school, to work and engage in their community. For example, through our grant programmes, supported by UNOPS efficient management, we're able to fund innovative programmes and to strengthen country plans and their implementation. To strengthen AT policies, systems, services and financing in over 30 countries across multiple product areas.

What is hosting with UNOPS?

Hosted partnerships are multi-stakeholder initiatives that UNOPS supports by providing a legal and operational platform. UNOPS handles the operational aspects – including through HR, finance, procurement, legal services – while the initiative retains full strategic independence, led by its own board.

Why is multilateral action important now more than ever?

The challenges we face today, from climate change to inequality to global health crises, are just too complex for any one country or organization to solve alone. Multilateral action is essential. Assistive technology is no exception. It requires a coordinated effort involving governments, international organizations, civil society, the private sector, organizations of persons with disabilities, and AT users themselves. By working together through multilateral platforms like ATscale, we can share knowledge and best practices, we can mobilize more resources effectively, and we can ensure that no one is left behind.
