Innovative partnerships strengthen socio-educational services in Brazil

An initiative structured by UNOPS received national recognition for advancing innovative public-private partnership models to strengthen socio-educational services for adolescents in Minas Gerais.

In Brazil, public-private partnerships (PPPs) are widely recognized as a strategic pathway to addressing the country’s infrastructure gap and strengthening public service delivery. By leveraging private sector expertise and investment alongside public oversight, PPPs can accelerate the development of essential social infrastructure.

To strengthen social and educational services for adolescents, UNOPS is supporting the structuring of innovative PPP models through a partnership with the federal government and the state of Minas Gerais – with support from Caixa Econômica Federal (CAIXA).

The work includes providing technical assistance for the design and structuring of public-private partnerships for the implementation and operation of two socio-educational centres for adolescents in Minas Gerais – with a strong focus on human rights and improved service delivery.

Under the proposed structure, private partners will be responsible for the design, construction, operation and maintenance of the new facilities, while public authorities will retain responsibility for public policy and oversight.

PPPs allow us to incorporate the expertise and operational capacity of the private sector into the execution of public policies, strengthening the implementation of initiatives that are more innovative, efficient and people-centred.

The initiative recently received national recognition for its contribution to structuring innovative PPP models for social infrastructure.

Pedro Bruno, State Secretary for Infrastructure, Mobility and Partnerships, added: "This recognition demonstrates that Minas Gerais has made strides in structuring projects capable of attracting investment and delivering solutions that transform lives, promoting regional development and the improvement of public services.”

UNOPS work in Brazil also includes the development of PPP projects in the areas of economic development and social housing.
