The importance of disability inclusion

Persons with disabilities face numerous barriers that restrict their full, equal and effective participation in society – and are at the highest risk of being left behind in the development process.

Disability-inclusive procurement and the Sustainable Procurement Framework

At UNOPS, the guidance provided in the UNOPS Procurement Manual and the Sustainable Procurement Framework enables disability-inclusive procurement by:

  • Including disability-inclusive criteria or considerations in tenders
  • Ensuring compliance with the requirements of our supplier sustainability programme, DRiVE, which ensures a disability-inclusive supply chain through risk management and supplier development
  • Supporting supplier diversity and social inclusion initiatives such as UNOPS Possibilities, which engages with disability-inclusive suppliers through capacity-building events

Further guidance is provided in the UN Disability Inclusion Strategy Guidelines Indicator 8.

Disability-inclusive procurement at UNOPS

UNOPS implements disability-inclusive procurement through:

Policy provisions and guidance
Ensuring a disability-inclusive supply chain through policy guidance and interpretation
Providing guidance in the Procurement Manual, which makes minimum accessibility requirements mandatory for all infrastructure projects
The Sustainable Procurement Framework, which encourages the inclusion of accessibility criteria
Providing Supplier Diversity Guidelines, which give guidance on how to identify and source from disability-inclusive suppliers

Procuring accessible goods, services and works
Ensuring that everyone – including persons with disabilities – benefits from features in our environment that prevent or remove barriers to our functioning or using a service
Ensuring that the goods and services that we procure don't create barriers for persons living with disabilities

Making the procurement process accessible
Ensuring the procurement process itself is accessible for people with disabilities (eSourcing platform)
Making solicitation documents and supplier-facing procurement systems accessible
Promoting purchasing from disability-inclusive suppliers

Disability-inclusive suppliers

A disability-inclusive supplier makes a dedicated, consistent and measurable effort to implement disability-inclusive practices. This can be shown in a variety of ways, including:

  • Having an organizational policy on disability inclusion
  • Recruiting and hiring people with disabilities
  • Offering reasonable accommodation to candidates and personnel with disabilities
  • Providing accessible premises
  • Ensuring disability-inclusive supply chains
  • Manufacturing accessible products following Universal Design principles or UN Disability Inclusion Strategy Guidelines Indicator 8
