Bridging humanitarian aid, development and peace for a more sustainable future in Syria

The European Union-funded Nexus Response Mechanism, implemented by UNOPS, offers Syria a path from crisis to recovery – bridging the gap between addressing urgent needs and fostering long-term development.

More than 14 years of conflict have had a devastating impact on Syria. To move beyond the crisis, humanitarian aid must be complemented with support to recovery and reconstruction, peacebuilding, and sustainable development.

To bridge the gap between immediate needs and long-term recovery in Syria, UNOPS is implementing the European Union-funded Nexus Response Mechanism (NRM). The mechanism aims to reduce vulnerabilities and strengthen community resilience by focussing on socio-economic recovery, local governance and capacity development, and infrastructure development.

“The EU is committed to supporting Syria’s transition towards a process that is inclusive, representative, and responsive to the diverse voices and needs of its people. The long-term impact and sustainability of the EU’s and the international community's efforts for Syria's recovery are crucial to this mission,” said Michael Ohnmacht, EU Chargé d’Affaires to the Syrian Arab Republic.

“The EU-funded Nexus Response Mechanism is specifically designed to promote socio-economic recovery by enhancing local governance and creating economic opportunities," added Michael Ohnmacht. "The NRM acknowledges the vital role of local authorities in community development and service delivery, while actively engaging with the communities."

The NRM in Syria is a four-year €31.5 million programme that will focus on several key areas including enhancing access to livelihood opportunities; strengthening the capacity of civil society organizations and local service providers; and creating improved conditions for displaced populations and returnees as well as local communities.

This initiative not only strengthens communities but also promotes inclusivity, fosters long-term stability, and better prepares them for the future.

UNOPS will help ensure the efficient and transparent implementation of various projects within the Nexus framework, fostering effective collaboration between local organizations, communities and stakeholders.

“Through its holistic approach, the Nexus Response Mechanism moves beyond simply providing aid to empowering communities to rebuild their lives and contribute to a more prosperous Syria,” said Muhammad Usman Akram, Representative and Director of UNOPS Multi-Country Office in Amman.

"The NRM’s focus on local ownership and partnership with Syrian authorities is key to its success and helps ensure that the recovery process is driven by the needs and aspirations of the Syrian people themselves," added Muhammad Usman Akram.
