Modernizing Peru’s electricity system

In partnership with Electroperú, UNOPS will support the modernization of the Mantaro Hydroelectric Complex – Peru’s largest energy generation facility – strengthening energy security for more than 4.1 million people nationwide.

The Mantaro Complex, located in Peru’s Huancavelica region, has been the backbone of the national electricity system for decades – providing power to millions of households across the country. However, with aging infrastructure and equipment, its modernization is critical to ensure long-term energy security and meet growing demand.

Working with Electroperú, UNOPS will support the procurement and implementation of modernization works at the Mantaro Hydroelectric Complex – across its two power stations, Santiago Antúnez de Mayolo (SAM) and Restitución (RON), and the Campo Armiño Substation (SECA), which connects, controls and maintains the electricity supply to the country’s national grid.

“Thanks to the support of UNOPS we will have a transparent and competitive bidding process, selecting prestigious companies with the highest credentials,” said Anddy Rodríguez, General Manager of Electroperú.

The project involves upgrading critical core equipment, replacing turbines and generators, enhancing fire-suppression systems, and renewing other essential components through sustainable procurement practices. The modernization efforts will also help reduce greenhouse gas emissions and improve the water quality of the Mantaro River.

“The modernization of Peru’s electricity system is a key opportunity to accelerate the transition towards cleaner, more resilient and more accessible energy,” said Dalila Gonçalves, UNOPS Regional Director for Latin America and the Caribbean.

“With this alliance we are combining public investment, technical innovation and international transparency standards to generate lasting benefits for millions of people,” she added.

As part of this initiative, UNOPS will also work with Electroperú to strengthen the social impact of the project in surrounding communities through employment and social opportunities.
